Neel Kantha Uprety, Election Commissioner
Mr. Neel Kantha Uprety was appointed as the Election Commissioner of Nepal by the Constitutional Council through Parliamentary hearing process on November 9, 2006.
During the Presidential Parliamentary and Provincial Council Elections in Afghanistan, the United Nations had assigned Mr. Uprety to work as a Senior Election Coordinator there.
He had worked as a Project Manager/Senior Electoral Advisor to the Election Commission of Nepal from Danida in 1999 and 2004. During those years he was actively involved in the job of decentralizing the EC, and initiating the process for the establishment and capacity building of its Field Offices.
Among his significant contributions, capacity building of the EC and improvement in the electoral registration system were two main activities of this assignment.
Following the restoration of democracy in Nepal in the year 1990, Mr. Uprety was actively involved in planning and managing elections. He is known as the architect of voters' registration system who led a team of professional to convert the conventional electoral roll preparation system into computer based integrated voters' database system in 1996. It was considered as a paradigm shift in the preparation of electoral roll in Nepal.
The computer-based electoral roll updating and processing system that is operational in the commission ever since 1996 is said to be the brain-child of Mr. Uprety. His involvement in different capacity for planning, managing and implementing all 5 elections of Nepal after 1990 were opportunities to develop him to an international election professional. During 1997 and 2004 Mr. Uprety also had studied legal provisions and electoral management systems of USA, South Africa, Denmark, the UK and Sri Lanka.
