Hon. Chief Election Commissioner Dr. Ayodhee Prasad Yadav 

Born: May 18, 1954, Prashawani VDC, Ward No. 7, Banauli, Saptari 

Education: M.A.(Economics) Gold Medalist, PhD, Bachelor in Law and Bachelor in Education 

Brief profile: 
Dr. Ayodhee Prasad Yadav is an experienced administrator, researcher, writer, human rights defender, and coordinator of Civil Society in his native Saptari district prior to the Election Commission Dr. Yadav took the oath of Chief Election Commissioner on July 11, 2016. He had shouldered the responsibility of Acting Chief Election Commissioner since August 28, 2015, having earlier completed a six-year tenure as Election Commissioner on January 10, 2013 and reappointed to the same position on March 14, 2013. 
 
As the Chief Commissioner and in his role as Election Commissioner, Dr. Yadav has led key electoral functions including electoral and voter education, training and ballot paper design, Election Dispute Resolution, production and dispatch to name a few, and has presented working papers on a variety of subjects including voter registration, election administration, oversight of political parties, and electoral capacity building. Closer to his area of academic excellence, Dr. Yadav has also presented working papers on socio-economic and political spheres of Nepal inside and outside the country. 
 
Prior to his appointment as Election Commissioner, he was Assistant Campus Chief at Mahendra Morang Campus under Tribhuvan University, a leading educational institute in Nepal’s eastern region. He is an established lecturer and professor, with over 24 years of experiences teaching various levels of students. He has received prestigious awards for his invaluable contribution in the field of education and research work. 
 
He has written many research articles in journals and newspapers, while he has also authored seven books on varying subjects from economics to elections. 
In the past, he was involved in numerous organization, including but not limited to, the Nepal Red Cross Society, Saptari Human Rights Forum, and Nepal Bar Association. 
Dr. Yadav was a gold medalist in Economics during his post-graduation, and has a Ph.D. in Economics from Baba Bhimrao Ambedkar Bihar University, Muzaffarpur, India.

Hon. Ila Sharma, Election Commissioner

Ila Sharma was appointed as Election Commissioner on March 24, 2013 for a term of six years. She has over twenty eight years of experience in law, media, public relations and development.

Previously, she was a journalist at a national English daily, a consulting business lawyer, PIL lawyer and later into development sector advocacy. She was educated in India, Nepal and the UK. Her first undergraduate degree is a Bachelor of Science in bio-science. She holds an LL.B. in common law where she stood first in her university. She also holds bachelor’s degree in Sanskritand Nepali Literature from Sampurnanand Sanskrit University, Varanasi, India and a diploma in journalism from the Nepal Press Institute. After LL.M. in Public International Law from Tribhuvan University, Nepal, she practiced as a consulting lawyer in a corporate law office, specializing on joint ventures in Nepal.

 

Ila Sharma continues public relations consultancies and writing editorials for newspapers on political, development and gender issues. She has also completed an LL.M. in International Business Law, studying International trade and development on a British Chevening scholarship at the University of Hull, UK. On her return to Nepal, she worked as a national consultant for the Ministry of Industry & Commerce and UNDP on trade law issues, advocacy and drafting domestic compliance legislation in post-WTO Nepal. She was pursuing her doctoral research at the Centre for International and European Law, Faculty of Law and Criminology, Vrije Universit eit Brussel, Belgium on Erasmus Mundus Fellowship before her appointment as an Election Commissioner. She has authored articles and research papers on gender, trade and international relations, as well as authored a book on elections. One of these publications was “Nirbachan-2056” a handbook on the 1999 House of Representatives election, which she co-authored and compiled, and was published by ESP/DFID.

 

At her first job was at an English daily broadsheet, where she worked as a reporter, news desk editor and feature editor, serving a total of thirteen years. For a few years, she also wrote a column on women’s rights and for many years, she wrote editorials.

 

She has served on the Executive Committee of Food First Information Action Network (FIAN) Nepal as founder Vice President and on the Executive board of South Asian Women in Media (SAWM). She currently serves on the Board of the Executive Committee of South Asia Watch on Trade, Economics and Environment (SAWTEE) and as a founder executive member and coordinator of International Law Association, Nepal branch (ILA Nepal).

 

Later on, as the Team Leader for Economic rights and Livelihood at ActionAid Nepal, she was involved in the advocacy for economic, social and cultural rights, especially how it will impact the right to food. She has been involved with policy advocacy, networking and lobbying at national and international levels including at the United Nations treaty-making. Her areas of interest are trade and development, economic justice, transitional justice and peace building. She was involved in public interest litigations, mainly in consumer law and anti-cartel movements.

 

Upon her appointment as Election Commissioner, she has been involved in leading and overseeing important electoral management functions. She is currently coordinating committees on Legal Drafting, Political Party Relations, Media, Gender and Inclusion, Voter rolls, Voter Education and Trainings. She was also the coordinator of the Drafting Committee of the five year strategic plan of the Commission and the Committee which organized the Fifth Meeting of the Forum of Election Management Bodies of South Asia (FEMBoSA) in Kathmandu, October 2014. She is also pursuing her interests in strengthening electoral governance through desk research and inputs on campaign finance regulations, legal drafting, gender and inclusion, media and public relations of Election Management Bodies (EMBs).

 

 

 

Hon'ble  Election Commissioner Narendra Dahal

Hon'ble Election Commissioner Narendra Dahal was born inPhungling VDC-7, Taplejung in 2013 BS. He has completed Master's Degree in Public Administration, Political Science and Sociology; and Bachelor’s Degree in Law and Education

 

Hon. Election Commissioner Narendra Dahal started his career as a school teacher in 2033 B.S. and joined in civil service in 2038 BS. During his service term, he served as Acting Regional Administrator in Mid Development Region and Eastern Development Region, and Chief District Officer in different districts. In addition, he has rich experiences of working as Director General of Police Record Management Office and Executive Director in National Identity Card Management Centre.

 

In the same way, Hon. Commissioner Dahal served as Financial Comptroller Generaland Secretary at Election Commission, Nepal during Constituent Assembly Elections, 2013.

 

He has attended international trainings in critical incident management, federalism, and cross border crimes & law enforcement and also participated in various service related trainings inside the country. Hon. Commissioner Dahal has keen interest in literary works and he also has affiliation with different literary organizations. His various books on fiction, non-fiction and travelogue have already been published.

Hon'ble  Election Commissioner Mr. Ishwari Prasad Paudel

Hon'ble Election Commissioner Ishwori Prasad Paudyal was born on 23 April, 1958 in ‍Bichari Chautara VDC Ward No. 06, Syangja District, Western part of Nepal.

Hon'ble Election Commissioner Paudyal has completed M.Sc. Engineering (Environment) from the Asian Institute of Technology (AIT) Bangkok; Master in Public Administration (MPA), from Tribhuvan University (TU); Master in Sociology (TU), B.Sc. Engineering (Civil) from the Bangladesh University of Engineering and Technology; Diploma (Project Preparation for Environmental Engineering) from the Loughborough University of Technology, UK; and Diploma in Engineering (Environment) from AIT, Bangkok.

Prior to his appointment as the Election Commissioner, Hon'ble Paudyal served as Secretary in various government agencies including the Ministry of Peace and Reconstruction (2015-2016), Ministry of Defense (2015), and the Water and Energy Commission Secretariat (2014-2015).

He has wide and rich experience of working with various government agencies, such as in the capacity of Director General (2012-2014) at Department of Water Supply and Sewage; Head of Planning Division/Joint secretary and Spokesperson (2008-2012) at the Commission for Investigation of Abuse of Authority (CIAA); Head of Planning, Monitoring and Evaluation Division(2006-2008) at the Ministry of Physical Planning and Works (MOPPW); Spokesperson/Joint Secretary (2006-2008)at the MOPPW; Chief/Senior Divisional Engineer (2002-2006) at the Rural Water Supply and Sanitation Sector Monitoring and Evaluation Unit; Chief at the BOT (Build Operate and Transfer) Cell (2002-2005) of the MOPPW; Regional Project Manager (1999-2002) at the Regional Project Management Office (Dhangadhi and Itahari), and Senior Divisional Engineer (1990-1998) at the Department of Water Supply and Sewerage.

Similarly, Hon. Paudyal has also served as the Chair of Technical Committee of the Nepal Peace Trust Fund (NPTF); Member-Secretary of the NPTF Board; Chairman of the NPTF’s Coordination Committee; Member of the Rural Water Supply and Sanitation Fund Development Board; Member of High-level National Monitoring and Evaluation Committee on Roads; Member of the Board of Directors at the Council of Technical Education and Vocational Training; Member of the Economic Policy and Budget Analysis Task Force; Member of Advisory Committee at the National Planning Commission (on Nepal Human Development Report); Head of Change Management Team of MoPPW (Managing for Development Result); and the Focal Person of Strengthening the Monitoring and Evaluation System (SMES) among others.

Hon. Paudyal is associated with a number of professional organizations as life member: Nepal Engineers’ Association, the Society of Public Health Engineers Nepal, Western Development Regional Forum, Public Administration Association of Nepal, Nepal Council of Arbitration, Bangladesh Alumni, and Asian Institute of Technology Alumni. Similarly, he is also the Vice-chair of the Society of Technical Auditor’s Nepal, and a member of the Nepal Engineering Council.

Hon. Paudyal has participated in various national and international trainings and workshops, including on Public Procurement(2009);Contract Administration, Dispute Resolution and Arbitration (2005);Procurement Practices, Contract Administration and Basic Training Skills (2005); Technical Auditor Training Course(2005); Performance Management (2004);Private Sector Participation in Water Supply and Wastewater Services (2003);Third Party Technical Audit (2003); FIDIC Conditions of Contract (2002);and Management and Contract Procedure (2002).Likewise, he has participated in Monitoring and Evaluation Course (Tanzania, 2008);High Level Round table on Regulatory Framework for Foreign Direct Investment (Dhaka, Bangladesh, 2005); Seminar on FIDIC Contracts and Dispute Resolution Mechanisms in Project Administration (Kathmandu, 2008).

Hon'ble  Election Commissioner Mr. Sudhir Kumar Shah

 

Hon. Election Commissioner Mr. Sudhir Kumar Shah was born on April 10, 1955 in Banphikot-1, Rukum. He has completed his Master's Degree in Political Science from Tribhuvan University in 1991. Likewise, he has earned Post Graduate Diploma in Geographical Information System from ITC Institute of the Netherlands and One-year B.Ed. from Tribhuvan University.

Hon. Election Commissioner Mr. Sudhir Kumar Shah started his career in civil service in 2040 B.S. and has earned long experiences in bureaucratic systems of government. Before this, he worked as a Headmaster in Tribhuvan Janta Secondary School and Birendra Secondary School, Rukum for about seven years. He worked in various agencies of Government of Nepal holding different responsibilities:

·        Chief Land Revenue Officer, Ministry of Land Reforms and Management.

·        Under Secretary, Ministry of Defense.

·        Under Secretary, Immigration and Boarder, Narcotics Drug control, Ministry of Home Affairs.
